Abstract

This study identifies the different roads towards currently existing reform proposals for the provision of government services and isolates the essence of ‘lean government’ policies. Focusing on both the political sphere and theories of bureaucratic organization, it issues a clear warning concerning the effects of implementing only partial reforms. This is confirmed by investigating a simple model designed to capture the possible impacts of ‘flattening’ the decision hierarchy. The results are applied to discuss the consequences of European bureaucratic integration.
