Abstract

Este estudio analiza cuán equitativo es el presupuesto público destinado al sector educación desde dos perspectivas: en el nivel regional y en el del beneficiario final; es decir, de los estudiantes. Utilizando el enfoque de análisis del presupuesto por programas (PVA, por sus siglas en inglés), explora de manera integral la asignación presupuestal por niveles de gobierno y entre niveles educativos, desde inicial hasta superior, estructurados en programas presupuestales. Asimismo, utiliza el análisis del gasto en la incidencia en el beneficio de los usuarios (BIA, por sus siglas en inglés) para explorar la distribución del presupuesto entre quintiles de la población. El período de estudio es del 2006 al 2010 (proyectado).
