Hacia un nuevo contrato social en América Latina

Abstract

El presente informe propone un nuevo contrato social, basado en el empleo y orientado a las aspiraciones de la vasta mayoría de la región, compuesta por personas de clase media cercanas a los niveles de pobreza, cuya participación es clave para lograr el crecimiento y fortalecimiento de la democracia. Este contrato promovería un manejo fiscal duro y transparente; haría que los impuestos y gastos sean más progresivos para “crear” una nueva clase media; protegería la movilidad en el trabajo y los derechos del trabajador (en lugar de proteger los empleos); y promovería el acceso a los mercados globales, incluso a través de la colaboración regional.
