Österreichische Entwicklungspolitik 2012. Die Zukunft der Österreichischen Entwicklungspolitik

Abstract

Die Leistungen der öffentlichen Entwicklungszusammenarbeit Österreichs sind im internationalen Vergleich seit Jahren weit hinter den international vereinbarten Zusagen. Das ist nicht neu, die geringe ODA-Quote von 0,27% des BNE Österreichs (2011) wird von der Politik mit der Finanz- und Wirtschaftskrise argumentiert und Steigerungen werden erst ab dem Jahr 2015/2016 in Aussicht gestellt. Angesichts der gegenwärtigen globalen Herausforderungen stellt sich aber die Frage, ob die Organisation und Struktur der österreichischen Entwicklungspolitik überhaupt geeignet ist, kohärente politische Antworten und Lösungen bereitzustellen. Ausgehend von Reflexionen zur Neustrukturierung der Entwicklungspolitik und der Frage was kommt nach dem "Ende der ODA" soll nach einer kurzen Präsentation der ÖFSE-Publikation "Österreichische Entwicklungspolitik" diskutiert werden, wie die österreichische Entwicklungspolitik nach 2015 organisiert und positioniert werden müsste, um die Gestaltung von "Global Governance" wahrnehmen zu können. Eines ist jedenfalls sicher: Kleine kosmetische Änderungen bei der Verwaltung und bei der Schwerpunktsetzung der Entwicklungspolitik werden nicht ausreichen, um eine österreichische Entwicklungspolitik für die globalen Herausforderungen vorzubereiten.
