Soziale Gerechtigkeit in der Klimapolitik

Abstract

Die vorliegende Studie sucht aus juristischer und soziologischer Perspektive Konzepte für einen effektiveren und zugleich sozialeren Klimaschutz jenseits festgefahrener "Kopenhagen-Debatten". Damit wird der vermeintliche Gegensatz "soziale Gerechtigkeit versus ambitionierte Klimapolitik" bekämpft, der (neben dem Thema Wettbewerbsfähigkeit und Klimaschutz) eine zentrale aktuelle Kontroverse umschreibt. Letztlich ist der Klimawandel - viel mehr als die Klimaschutzpolitik - selbst eine Hauptgefahr für die künftige soziale Gerechtigkeit in Deutschland und der Welt. Klimaschutz stabilisiert langfristig zudem die Energiepreise und ist auch deshalb selbst ein Stück Sozialpolitik. Trotzdem sind ergänzende Konzepte für die Kosten desÜbergangs zu einer emissionsarmen Solarwirtschaft nötig, denn Energie muss jederzeit für jede/n bezahlbar bleiben. Die gängige Linie "Sozialpolitik durch zu schwache Klimapolitik" erweist sich dagegen als problematisch - national, aber auch global.
