Kosten und Nutzen der Exportgarantien in Österreich

Abstract

Internationale Vereinbarungen beschränken seit 1995 die Vergabe von Exportgarantien auf Lieferungen in Nicht-OECD-Länder. Nach dem Einbruch des Garantiebestands belebte sich das Garantievolumen 1997 wieder deutlich. Die Oesterreichische Kontrollbank hatte schon zuvor ihre Geschäftstätigkeit auf Schwellenländer und Ost-Mitteleuropa konzentriert. In einer Umfrage unter Garantienehmern der OKB zeigte sich, daß das Bedürfnis nach Absicherung von Exportforderungen nach dem Rückzug der OKB nahezu konstant blieb. Es wird nunmehr von privaten Versicherungsunternehmen gedeckt. Die gesamtwirtschaftlichen Auswirkungen von Exportgarantien werden in einer Simulation unter der Annahme der vollständigen Einstellung der Garantietätigkeit geschätzt. Dennoch würden die Warenexporte und damit das Bruttoinlandsprodukt sowie die Beschäftigung deutlich geringer ausfallen; gleichzeitig wäre mit einer Verschlechterung des Bundesbudgets zu rechnen.
