Abstract

La autora analiza tres fases principales de la intervención del Estado: desarrollismo (hasta 1982), el Estado en retirada (la década de 1980) y el Estado modernizado a partir de la década de 1990. Se explica el impresionante giro del país desde el punto de vista de la modernización institucional y la reforma interna del Estado.
