Projections Regarding the Long-term Sustainability of Public Finances

Abstract

Die vorliegende Studie wurde im Auftrag des Bundesministeriums der Finanzen im ifo Arbeitsbereich "Sozialpolitik und Arbeitsmärkte" erstellt und im März 2008 abgeschlossen. Gegenstand der Studie sind Projektionen zur langfristigen Tragfähigkeit der öffentlichen Finanzen vor dem Hintergrund des laufenden demographischen Wandels. Die Ergebnisse basieren auf bis 2050 reichenden Vorausberechnungen für verschiedene Szenarien zur Entwicklung ausgewählter öffentlicher Ausgaben, deren Dynamik stark von der Altersstruktur der Wohnbevölkerung bestimmt wird. Explizit erfasst werden dabei Ausgaben in den Bereichen staatliche Alterssicherung, Gesundheit und Pflege, Arbeitslosigkeit, Bildung und Familienpolitik, mit dem Ziel, insgesamt einen Korridor aus heutiger Sicht plausibel erscheinender Entwicklungen aufzuzeigen. Die Ergebnisse werden in Gestalt von Tragfähigkeits-Indikatoren ausgewiesen, die sich nach einer vom Economic Policy Committee der EU entwickelten Methodik ergeben.
