Vereinfachtes Verfahren zur interaktiven Schätzung des Erfüllungsaufwands mittels maschinellen Lernens

Abstract

Der Erfüllungsaufwand umfasst den Zeitaufwand und die Kosten, die den betroffenen Normadressaten (Bürgerinnen und Bürger, Wirtschaft sowie Verwaltung) durch die Befolgung einer gesetzlichen Vorgabe entstehen. Im Zuge der Einführung neuer rechtlicher Regelungen ist die Bundesregierung verpflichtet, den veränderten Erfüllungsaufwand zu ermitteln. Das vereinfachte Verfahren ist eine Berechnungshilfe für den jährlichen Erfüllungsaufwand der Wirtschaft bei Vorgaben mit einem Aufwand von voraussichtlich weniger als 100000 Euro je Jahr. Um die Genauigkeit der Ergebnisse des vereinfachten Verfahrens zu verbessern, hat das Statistische Bundesamt ein neues Schätzmodell durch den Einsatz von maschinellem Lernen trainiert. Dadurch erhöht sich künftig die Qualität von Schätzungen des Erfüllungsaufwands.
