Nationaler Stabilitätspakt: Mehr Handlungsspielraum für Länder und Gemeinden?

Abstract

In Deutschland wurde es in der Vergangenheit versäumt, den europäischen Stabilitätspakt in einen nationalen Stabilitätspakt umzusetzen. Binnen weniger Jahre hat sich nun die finanzpolitische Situation der deutschen Gebietskörperschaften derart verschlechtert, dass fast alle Beteiligten Probleme mit einem nationalen Stabilitätspakt bekommen würden. Wie könnte ein nationaler Stabilitätspakt ausgestaltet werden? Was können wir vom nationalen Stabilitätspakt Österreichs lernen?
