Von Zahlern und Empfängern: Die Berechnung von Nettopositionen im EU-Haushalt

Abstract

Zur Berechnung der Nettopositionen der EU-Mitglieder gegenüber dem Gemeinschaftshaushalt gibt es verschiedene Konzepte. Sie führen zu unterschiedlichen Resultaten. Deutschland ist zwar bei allen vier hier dokumentierten Messansätzen größter Nettozahler der Union. Doch zwischen dem höchsten und dem niedrigsten für die Bundesrepublik ausgewiesenen Saldo klaffte im Jahr 2000 eine Lücke von 2,3 Milliarden Euro. Bezieht man die Nettopositionen der 15 Mitgliedsländer auf das Bruttoinlandsprodukt, sind die Ergebnisse für Deutschland nicht ganz so ungünstig. Dann rücken die Niederlande und Schweden an die Spitze der Zahlerliste.
