Industrielle Arbeitskosten im internationalen Vergleich

Abstract

Die Arbeitskosten im Verarbeitenden Gewerbe Westdeutschlands betrugen im Jahr 2001 mehr als 26 Euro je Stunde. Damit lag die westdeutsche Industrie um 27 Prozent über dem Durchschnitt der Konkurrenzländer. Allerdings ist der westdeutsche Kostennachteil seit 1996 um 28 Prozentpunkte kleiner geworden. Entlastend wirkten die Abwertung gegenüber dem Dollar und der zwischenzeitlich verminderte heimische Kostendruck. In Ostdeutschland kostete im vergangenen Jahr eine Arbeitsstunde knapp 17 Euro, also mehr als in Italien. Am aktuellen Rand ist der Kostenanstieg jedoch auch in Ostdeutschland merklich abgeflacht. In allen beobachteten Industrieländern sind die Lohnzusatzkosten seit 1980 rascher gestiegen als die Löhne. In Westdeutschland erreichen sie inzwischen 81 Prozent des Direktentgelts, 1980 waren es lediglich 75 Prozent. Es gibt zwar Länder mit höheren Zusatzkostenquoten, doch absolut trägt Westdeutschland mit 11,72 Euro die höchste Zusatzkostenlast.
