Verteilungswirkungen der Leistungen des öffentlichen Bildungssystems

Abstract

Die Verteilungswirkung der öffentlichen Bildungsausgaben hängt vorrangig von der Verteilung der Schüler und Schülerinnen sowie Studierenden auf die Ausbildungszweige und der damit verbundenen Ausbildungsdauer ab. Die öffentlichen Schulausgaben hatten im Jahr 2015 wie auch gemäß den früheren WIFO-Umverteilungsstudien einen vergleichsweise hohen Stellenwert für die Haushalte im unteren Einkommensdrittel. Die Ausgaben für Hochschulen hatten insgesamt eine sehr differenzierte Wirkung auf die Einkommensverteilung. Aufgrund der besonderen Haushaltsstruktur dürften sie vorwiegend Jugendlichen aus Haushalten mit mittlerem oder höherem Einkommen zugutekommen.
