Entlohnungs- und Anreizstrukturen in der Universitätsforschung. Analyse standardisierter Forscherprofile

Abstract

Wie die Analyse der Entlohnung und Anreizstrukturen für Forscher und Forscherinnen an Universitäten in und außerhalb der EU anhand von standardisierten Lebensläufen zeigt, wird in der EU zumeist mehr Zeit für Forschung zur Verfügung gestellt als in Drittländern. Auch die Arbeitszeit ist an EU-Universitäten deutlich flexibler. Die Bruttogehälter sowohl der jungen als auch der erfahrenen Forscher und Forscherinnen sind nur in den 12 neuen EU-Ländern (Beitritt 2004/05) wesentlich niedriger als außerhalb der EU. Die Nettogehälter sind allerdings aufgrund höherer Steuern und Sozialversicherungsabgaben sowohl für erfahrene als auch für junge Forscher und Forscherinnen durchgängig niedriger. Dieser Nachteil wird durch bessere Sozialleistungen zumindest teilweise kompensiert. In der EU sind die Universitäten überdies hinsichtlich Bonuszahlungen (insbesondere Forschungsprämien) sowohl für junge als auch für erfahrene Forscher und Forscherinnen restriktiver als außerhalb der EU. Sie gewähren auch (insbesondere jungen Forschern und Forscherinnen) seltener Forschungskarenzzeiten.
