Kurz- und mittelfristige Perspektiven der Budgetpolitik. Bundesvoranschlag 2014/15 und Bundesfinanzrahmen 2015 bis 2018

Abstract

Die Rahmenbedingungen für die Budgetpolitik sind weiterhin schwierig: Neben dem mittelfristig nur mäßigen Wirtschaftswachstum wird das Budget durch die Abwicklung der Hypo Alpe-Adria-Bank International AG belastet. Auch ein weiterer Zuschussbedarf der (teilweise) notverstaatlichten Banken ist nicht auszuschließen. Aufgrund von Statistikrevisionen erhöht sich die Schuldenquote 2013 auf 81,2% des BIP. Mit dem Bundesvoranschlag 2014/15 und dem Bundesfinanzrahmen 2015 bis 2018 setzt die Bundesregierung den Konsolidierungskurs fort. Bis 2016 soll das strukturelle Defizit auf 0,4% des BIP gesenkt werden. Nach wie vor besteht Bedarf an einer Strukturreform im Abgabensystem, das den Faktor Arbeit sehr stark belastet, sowie an zusätzlichen Zukunftsinvestitionen.
