Senkung des Handelsbilanzdefizits erforderlich

Abstract

Das Defizit der österreichischen Handelsbilanz stieg von 69 Mrd. S im Durchschnitt der Jahre 1987/88 auf 110 Mrd. S (5,5% des BIP) im Durchschnitt 1991/92. Seither zeigt die offizielle Statistik eine deutliche Verbesserung, das Defizit erreichte im Durchschnitt 1995/96 nur 94 Mrd. S (4,0% des BIP). Diese Entwicklung muß aber in Frage gestellt werden, zum einen weil Zweifel an der Richtigkeit der Statistik angebracht sind. Viel mehr fällt aber ins Gewicht, daß infolge geänderter Rahmenbedingungen die Vergleichsmaßstäbe der Vergangenheit nicht mehr gültig sind: Ein Handelsbilanzdefizit von 4% oder 5% des BIP ist angesichts der Veränderung anderer Leistungsbilanzkomponenten zu hoch.
