Control Processes In Human Capital Management Using Performance Benchmarking

Abstract

Human resources control is a methodical process based on decision-making tools and takes into account the evolution of an organization‘s internal and external environment. The tools and procedures used in this process do not always allow for frequent performance evaluations that would be needed in order to identify useful trends.The difficulty is especially noticeable in case of companies or institutions where the processes are not formally defined and in which the working time is explicitly determined. Similar situations can be found in areas where internal control is less developed or where effective monitoring is not carried out consistently. The organizations with an insufficiently developed internal control system perform less frequently analyzes and control processes specific to human resources. Suitable tools are also needed within the organizations which have not implemented an adequate internal control system to help managers to identify and implement specific actions according to the organizational context at a certain point in time. The authors have defined and compared three quantitative analysis tools that can form the foundation for rapid redesign of human resource needs by implementing internal benchmarking. The methods provide managers and internal control practitioners with the possibility to quickly implement specific human capital minimal processes (e.g in planning or redesigning areas) that are neccesary to make real-time decisions, especially in the public sector.
