Planes de pensión de capitalización individual y beneficios previsionales para trabajadoras de la tercera edad de bajos ingresos

Abstract

Este artículo pretende verificar si el sistema provisional obligatorio de capitalización individual introducido en Chile en 1981 es apropiado para mujeres de bajos ingresos y empleo irregular. Sobre la base de los datos de la encuesta CASEN de 1990, se construyen perfiles de ingreso por edad para grupos seleccionados de mujeres. A partir de ellos, se simula la acumulación del fondo de pensiones y sus beneficios resultantes. Se estudian las relaciones entre el beneficio provisional, los ingresos netos finales y la pensión mínima, y se discuten los cambios de políticas del sector. El trabajo concluye que sólo una combinación de altas tasas de rentabilidad y bajas tasas de crecimiento del salario pueden asegurar que esas trabajadoras reciban beneficios previsionales adecuados.
