Модель Оценки Эффективности Деятельности Банков Развития На Макроуровне // The Model To Evaluate Development Banks Performance At The Macro Level

Abstract

The study put forward criteria and indicators for the assessment of internal and external effi y of the national development banks. Moreover, it applies them to analyze a unique database on the banks of 65 countries. The empirical study conducted at the macro- economic level uses descriptive statistics, methods of economic analysis, inferential statistics. The results of the study of internal efficiency of national development banks attest to exceptional heterogeneity of indicators. It enables to formulate the hypothesis of the key role of the quality of institutions involved in determining the efficiency of development banks. For instance, the study has revealed a low operating efficiency of Vnesheconombank compared with the development banks of the BRICS member countries and Germany. The analysis of external efficiency of development banks has shown a positive relationship between the creation of the National Development Bank and the subsequent economic growth in the country with a time lag of 8 years. However, the introduction of basic specifi of the factor variable of the bank scale in the regression model resulted in a refutation of the hypothesis of a positive relationship between the activities of development banks and economic growth of the country. The article discusses possible causes of such results and promising areas for further research. В настоящей работе предлагаются критерии и индикаторы оценки внутренней и внешней эффективности деятельности национальных банков развития, в соответствии с которыми анализируется уникальная база данных по банкам 65 стран мира. Эмпирическое исследование макроаналитического уровня проведено с использованием описательной статистики, методов экономического анализа, инференциальной статистики. Результаты исследования внутренней эффективности национальных банков развития свидетельствуют об исключительной гетерогенности соответствующих показателей, на основании чего сформулирована гипотеза о ключевой роли качества институтов в определении эффективности банков развития. Так, выявлена низкая операционная эффективность Внешэкономбанка по сравнению с банками развития стран - членов БРИКС и Германии. В результате анализа внешней эффективности банков развития зафиксирована позитивная связь между созданием национального банка развития и последующими темпами экономического роста в стране с временным лагом в 8 лет. Однако при включении в регрессионную модель базовой спецификации факторной переменной масштаба банка получено опровержение гипотезы о позитивной связи между деятельностью банков развития и темпами экономического роста страны. Обсуждаются возможные причины подобных результатов и перспективные направления дальнейшего исследования.
