Abstract

The paper investigates the current situation in the public enterprise sector of the Russian economy. The subject of research covers the role and place of the public enterprise sector in the Russian economy and its development trends. The paper provides multiple statistical data on the state of the public sector. The purpose of research is to identify the main problems and trends in the public enterprise sector development now that its dominance in the economy has been drastically weakened. In the course of studies a considerable amount of statistical information was processed making it possible to obtain quantitative characteristics of the public enterprise sector and determine its role in the economic development of Russia and federal districts as well as in the formation of the federal budget revenues. The methods of analysis, synthesis, integrated approach, comparison, systematicity and other cognitive methods were used during the research. It is concluded that the state is still widely present in the economy both at the sectoral and territorial levels, which is proved by a wide range of indicators. The participation of the state in the investment activity is shown to be increasing substantially in the crisis and post-crisis period. Given the current scale of the state’s presence in the strategic sectors of the economy, the principal task of the public entrepreneurship development should be improvement of the efficiency and quality of management Статья посвящена рассмотрению современного состояния государственного предпринимательского сектора экономики России. Предмет исследования - роль и место государственного предпринимательского сектора в экономике Российской Федерации и тенденции его развития. Тематика статьи охватывает исследование статистического материала о состоянии госсектора экономики. Цель работы : выявить основные проблемы и направления развития государственного предпринимательского сектора в условиях утраты им доминирующего положения в экономике. В работе проведена обработка статистической информации, которая позволила дать количественные характеристики государственного предпринимательского сектора, определить его роль в экономическом развитии России и федеральных округов, а также в формировании доходов федерального бюджета. В ходе исследования использовались методы анализа, синтеза, комплексности подхода, сравнения, системности и иные методы познания. Сделан вывод о широком диапазоне показателей присутствия государства в экономике в отраслевом и территориальном аспектах. Отмечено существенное возрастание доли государства в инвестиционной деятельности в кризисный и посткризисный период. В качестве основной задачи развития государственного предпринимательства в условиях сохранения его масштабов в стратегических секторах экономики определен рост эффективности и качества управления.
