Оценка Эффективности Регионов Рф На Основе Модели Производственного Потенциала С Характеристиками Готовности К Инновациям

Abstract

На основе авторской методологии построены статические и динамические модели производственного потенциала регионов РФ. Обоснован вывод, что для рассматриваемого периода времени разделение совокупности регионов на кластеры при построении модели производственного потенциала проводить нецелесообразно. Идентифицированы характеристики готовности регионов к инновациям, допускающие трактовку как факторы эффективности производства. Показано, что учет фактора эффективности в модели производственного потенциала позволяет значительно повысить дифференциацию оценок технической эффективности производства. В результате сопоставления региональных рейтингов реального ВРП и граничного ВРП выявлены локально эффективные регионы, имеющие относительно высокие оценки эффективности среди регионов с близкими объемами ВРП, и локально неэффективные регионы. Использование понятия "локальная эффективность" представляется конструктивным в контексте определения перспектив развития региона, основанных на содержательной трактовке набора показателей, характеризующих факторы эффективности. Рассчитаны предельные эффекты влияния факторов эффективности на результат производственной деятельности региона и соответствующие коэффициенты эластичности.
