Оценка Эффективности Регионов Рф С Учетом Интеллектуального Капитала, Характеристик Готовности К Инновациям, Уровня Благосостояния И Качества Жизни Населения

Abstract

На основе авторской методологии построены модели производственного потенциала регионов РФ, учитывающие оценки интеллектуального капитала. Показано, что значимое влияние на эффективность регионального производства оказывают характеристики уровня благосостояния и качества жизни населения. Идентифицирована характеристика готовности регионов к инновациям, которую допустимо трактовать как фактор эффективности производства. Показано, что учет различных факторов эффективности в модели производственного потенциала позволяет значительно повысить дифференциацию оценок технической эффективности, причем эти оценки и их ранги зависят от набора факторов эффективности. На основе сопоставления рейтингов реального ВРП и граничного ВРП выявлены локально эффективные регионы, имеющие относительно высокую оценку эффективности среди регионов с близкими объемами ВРП, и локально неэффективные регионы. Рассчитаны предельные эффекты влияния факторов эффективности на результат производственной деятельности региона. Использование этих оценок представляется конструктивным при анализе перспектив развития региона, основанных на возможности целенаправленного воздействия на управляемые факторы эффективности. В работе также предложен вариант инструментария оценки эффективности государственной политики по формированию экономики знаний агент-ориентированная модель России, рассматривающая сектора экономики знаний и учитывающая их взаимосвязь с остальной макроэкономической системой.
