Les associations du secteur social et médico-social : une analyse par les médiations institutionnelles

Abstract

Cet article discute du rôle occupé dans le système de protection sociale par les associations du champ social et médico-social (aide à domicile, établissement pour l’accueil de personnes handicapées, etc.). Sous l’impulsion de politiques de marchandisation, les associations du secteur social et médico-social sont de façon croissante mises en invisibilité et considérées comme un simple prestataire de service, restreignant leur rôle dans la protection sociale. En développant une analyse des médiations institutionnelles à partir de la caractérisation de la protection sociale de Théret (1997), nous montrons que les dispositifs du secteur social et médico-social au sein de la protection sociale ne confèrent pas de rôle particulier aux associations. Pourtant, les travaux relatifs aux associations permettent de mettre en évidence d’autres médiations institutionnelles, qui reposent sur l’exercice de la fonction tribunitienne des associations. Ces médiations portent une futurité structurante du secteur et du système de protection sociale. Elles différencient les associations des autres acteurs et portent des mécanismes de régulation méso.
