Grupurile De Munca. Eficienta Administratiei Publice

Abstract

Reforma in administratia publica si intreg sistemul public presupune, printre altele, necesitatea formarii, la nivelul institutiilor a unor grupuri profesionale autonome (echipe de munca) a caror compozitie este dependenta de natura si exigentele sarcinii, de motivatia si satisfactia membrilor grupului, de aptitudinile, capacitatile, experienta, cunostintele, factorii motivationali si, nu in ultimul rand, de relatiile interpersonale, respectiv de acceptul fiecaruia de a face parte din echipa, alaturi de ceilalti membrii. Principiile managementului public referitoare la diviziunea muncii, imbinarea autoritatii cu responsabilitatea, delegarea autoritatii, etc. trebuie sa guverneze activitatea echipelor de munca din diferitele institutii ale administratiei publice romanesti. Prin prezentul articol am urmarit sa arat ce trebuie facut pentru eficientizarea administratiei romanesti, din perspectiva echipelor de munca, a responsabilitatilor administrative si a mai multor principii ce au un impact major asupra aspectelor formale ale managementului public.
