Abstract

ABSTRACT At present the Spanish regional financing system is the focus of a long and intense debate. Although in 2001 a new model was approved which meant to be permanent, in practice the need to implement important reforms has raised. These changes have aimed at improving the fulfilment of the principles sustaining any system of territorial financing. At the same time, they must come from a global political agreement of all Autonomos Communities. We review, in the first place, the main proposals of reform submitted by some Autonomous Communities. These set of proposals depart to a large extent from analysis of the present model that have been made by each of the regional governments, and are therefore focused on the aspects they feel need to be improved. In the second place, we study the proposal advanced by the Ministry of Economy and Finances, which is the point of departure for the negotiation process. We finish advancing some conclusions.
