La financiación autonómica desde la economía ecológica. Los pagos por servicios amgientales y la contabilidad del flujo de materiales en Andalucía

Abstract

RESUMEN En este trabajo proponemos una contribución desde la Economía Ecológica al debate de la financiación de las CCA en España. A través del instrumento económico de los Pagos por Servicios Ambientales apuntamos la posibilidad de una financiación con criterios de sustentabilidad. Con el análisis de los flujos de materiales (para Andalucía en el contexto español y global) señalamos las relaciones ecológicas entre territorios y la lógica de unas asimetrías escondidas tras los agregados de la contabilidad nacional. ABSTRACT In this article we make a contribution to debates about the financing of the Comunidades Autónomas (Regional Communities) in Spain from the perspective of ecological economics. We point out the posibility of financing based on sustainability criteria, using Payments for Environmental Services as an economic instrument. We analyze the material flows for Andalusia in the Spanish and global contexts. We focus on the ecological relationships among several regions as well as on the logic behind some asymmetries in the national income accounts.
