El Sistema Gallego de Innovación: Características, debilidades y potencialidades

Abstract

RESUMEN En este trabajo se analizan las debilidades y potencialidades de la capacidad innovadora de la economía gallega. Para ello se utiliza el marco teórico de los Sistemas (regionales) de Innovación, que nos permite estudiar la capacidad innovadora de un territorio desde una perspectiva sistémica y global. Del análisis realizado se desprende que el Sistema Gallego de Innovación está fuertemente condicionado tanto por el patrón de especialización histórica de la economía gallega en el contexto español y europeo como por la escasa consolidación de la administración regional. Desde nuestra perspectiva y a la luz de otras opiniones, se necesita de un claro esfuerzo público para diseñar una política global y centrada en la realidad productiva de la región. SUMMARY This work analyses the weaknesses and potentialities of the innovation capacity of the Galician economy. The theoretical framework of (Regional) Systems of Innovation is used since it allows us to study the innovative capabilities of a territory from a systematic and global perspective. The study shows that the Galician System of Innovation is strongly conditioned by both the historical pattern of specialisation of the Galician economy and by the little consolidation of the regional government. From our viewpoint and after revising other contributions, an important public effort is needed in order to design a global policy focused on the productive reality of the region.
