La instrumentación de la política regional española en la última década: el papel de los incentivos económicos a la inversión y al empleo

Abstract

RESUMEN Los incentivos a la inversión y al empleo siguen constituyendo uno de los instrumentos básicos de la Política Regional en los países de la Unión Europea, a pesar de las exigencias que marca la transición a una economía basada en el conocimiento, contexto en el que las empresas y los países no sólo compiten por los recursos financieros, sino también por los recursos intelectuales, al estar el valor de una empresa determinado más con respecto a su potencial intelectual y la calidad de su gestión que con respecto a sus activos tradicionales. En este marco, se pretende realizar un balance de los resultados obtenidos por la política de incentivos regionales aplicada en nuestro país durante la última década, de cara a justificar la adaptación de los esquemas de promoción económica territorial a las exigencias que marca el nuevo entorno. ABSTRACT Investment and employment incentives still continue one of the key tools of Regional Policy in EU countries, despite the demands made by the transition towards a knowledge based economy. This is leading to a framework in which enterprises and countries are not only competing for financial but also intellectual resources, an enterprise s value being measured more in terms of its intellectual capacity and management quality as opposed to its traditional assets. This paper analyses the results of regional incentive policy in Spain, concluding that regional planning needs to adapt to the demands laid out within the framework described above.
