La transformación de las políticas de desarrollo económico: De la planificación del Estado Nacional a la gestión de iniciativas locales

    Abstract

    RESUMEN El trabajo examina las transformaciones ocurridas en las políticas de desarrollo económico durante el siglo XX, poniendo especial énfasis en los cambios sufridos por la disciplina conocida como planificación del desarrollo. Específicamente, se analizan los cambios de perspectiva que atravesaron esta área del conocimiento, desde los enfoques denominados de “arriba hacia abajo” a aquellos conocidos como de “abajo hacia arriba”. En este sentido, se describen los principales rasgos y características de los enfoques de crecimiento equilibrado, desequilibrado y de la teoría de los polos de crecimiento. A su vez, también se analizan los fundamentos de la teoría del desarrollo económico local, sus principales fortalezas y debilidades poniendo especial atención en la experiencia latinoamericana. Por último, se plantea la necesidad de avanzar en la construcción nuevos marcos conceptuales que permitan superar controversias y aprender de la experiencia histórica. ABSTRACT This paper examines the transformations happened in development policies during the XX century, putting especial emphasis in the changes suffered by the discipline known as Development Planning. Specifically, It is analyzed the change of perspective that crossed this area of knowledge, from the approach known as “Development from above” to the one called “Development from below”. In this sense, the main characteristics of different regional theories are discussed. Also we described the foundations of local development theory and we analyzed it strength and weaknesses, putting special attention in Latin America experience. Finally, we considered necessary the construction of new approaches that allow academics to surpass controversies and learn of the historical experience.
