    Abstract

ABSTRACT In response to the challenge of the Kyoto Protocol faced by Spain, this paper assesses the role of the Spanish autonomous communities in this context. With this aim, autonomous emissions, climate change factors and regional environmental legislation to tackle them are analysed. This study suggests that the classification of the regions in 1990 on the basis of greenhouse gas emissions is the same in 2002. Moreover the regions with measures aimed at combating the problem are mainly those with a greater level of emissions. Finally these autonomous communities have also experienced a smaller increase in emissions between 1990 and 2002.
