Estabilidad presupuestaria y endeudamiento de las administraciones territoriales

Abstract

RESUMEN Puesto que la Ley de Estabilidad Presupuestaria limita la apelación al endeudamiento de las AATT, analizamos la situación de cada nivel de gobierno en materia de déficit y endeudamiento para valorar cómo puede afectarles esta norma. Se ha estudiado: en qué instrumentos financieros se materializa la deuda (la autorización estatal de algunas operaciones se somete al cumplimiento del objetivo de estabilidad); el papel de los gobiernos territoriales en la consecución del objetivo de déficit y endeudamiento del conjunto de las AAPP (observando el peso del endeudamiento y el déficit de las AATT sobre los respectivos totales de las AAPP); finalmente se realiza una exposición crítica de la mencionada Ley considerando las principales conclusiones extraídas del análisis anterior. ABSTRACT The new Budget Stability Law limits Public Administration to make use of debt. This work analyzes the situation of each level of government on the subject of deficit and debt, in order to value how this law can affect these government. A study is also make of, which are the financial instruments that debt is materializated (the state authorization of some operations is refered to comply with the objetive of stability ); the role of the local government in the achievement of deficit and debt objetives of all Public Administration (this study is taking into account the weight the debt and deficit of the Territorial Administration over the respectives totals of the Public Administration). Finally it realices a critical statement of the aforementioned law, considering the mains conclusions extracted from the previous analysis.
