Abstract

RESUMEN La cesión parcial a las Comunidades Autónomas de régimen general del Impuesto sobre el Valor Añadido (IVA) y de los Impuestos Especiales son dos de las medidas de mayor trascendencia adoptadas con motivo de la reforma del sistema de financiación autonómica. En este trabajo se exponen las opiniones manifestadas por los responsables de las Comunidades Autónomas sobre estas materias. Se han utilizado principalmente los informes que emitieron con ocasión de la reforma de 1996, sus respuestas a la encuenta realizada por la Revista Papeles de Economía, documentos públicos o publicaciones y los informes remitidos al Consejo de Política Fiscal y Financiera con motivo de la reforma de 2001. La primera parte recoge las opiniones manifestadas sobre la cesión del IVA y la segunda sobre los Impuestos Especiales.
