Abstract

RESUMEN En este trabajo se realiza un diagnóstico del actual sistema de financiación autonómica acordado en Julio de 2001. Para ello, se analizan los efectos de las transferencias intergubernamentales y los avances conseguidos en la corresponsabilidad fiscal. A continuación, se hace especial referencia al estudio del modelo actual y sus problemas en el cumplimiento de los principios de suficiencia, autonomía y solidaridad interterritorial. Por último, se plantea la revisión del sistema y sus propuestas de reforma. ABSTRACT In this paper is carried out a diagnosis of the current autonomous financing model agreed in July 2001. With these purpose, the effects of intergovernmental grants and advances in fiscal responsibility are analyzed. Next, we focus on study of the current model and their problems in achieving the principles of sufficiency, autonomy and solidarity. Lastly, we consider the review of the Spanish model and their proposals of reforms.
