La concentración regional de la política de I+D de la Unión Europea. El principio de cohesión en entredicho

Abstract

RESUMEN Se analiza la participación de las diferentes regiones de la UE-12 en los Programas Marco de I+D comunitarios, tanto a nivel global como por tipo de agente (empresas, universidades, centros públicos), tratando de obtener un cuadro descriptivo que permita valorar la evolución de la política tecnológica comunitaria durante el periodo 1987-97 y su incidencia sobre la cohesión económica regional. Asimismo, se identifican algunos de los principales factores que explican la dispar participación regional en los programas de I+D comunitarios. Del análisis realizado se desprende que dicha política tecnológica ha contribuido a reforzar la capacidad tecnológica de las regiones que ya cuentan con un nivel esfuerzo en I+D superior, contribuyendo así al mantenimiento o incluso al aumento de las disparidades en el nivel de desarrollo económico de las regiones de la Unión Europea. ABSTRACT The regional participation in the EU R&D Framework Programmes is analyzed, both at an agregate and at sectoral level. We aim at obtaining a descriptive panel of the evolution of the participation of UE-12 regions in the research pojects supported by the European Technological Policy during the period 1987-97 and its incidence on the regional cohesion. Some of the main factors explaining the uneven regional participation are identified. We conclude that European Technological Policy has not contributed to the reduction of the disparities in technological capacity and economic development of the European regions.
