Abstract

PRESENTACIÓN Con el Acuerdo de Berlín de 1999, la Cumbre de Jefes de Estado y de Gobierno cerraba un importante y largo periodo de reflexión al consensuarse una serie de decisiones sobre el futuro de la Unión Europea. La principal decisión adoptada en esa Cumbre fue la aprobación de la llamada Agenda 2000 (Por una Unión mas amplia y más fuerte). En dicho documento, se abordaban simultáneamente varias cuestiones de gran trascendencia para el futuro del proyecto de integración europea: una nueva reforma de la Política Agraria Común, la inminente adhesión de un importante número de países del Este y un cuadro de perspectivas financieras vinculado a otra reforma de los Fondos Estructurales. La exigencia de realizar una Revisión Intermedia (MTR) de la Política Agraria Común (PAC), fue un acuerdo, mitad técnico mitad político, que debe interpretarse a la luz del juego de presiones y concesiones que realizaron y soportaron los máximos representantes de los diferentes Estados Miembros, para poder alcanzar el Acuerdo de Berlín.
