¿Las transferencias federales han logrado reducir la desigualdad en las entidades federativas en Mexico?

Abstract

Mexico es un pais que centraliza el reparto de recursos federales a las entidades federativas. Las transferencias federales son la principal fuente de recursos con que cuentan las entidades federativas y los municipios, constituyen 85% de sus ingresos. Este articulo examina si mayores asignaciones federales implican una reduccion en la desigualdad salarial dentro de las entidades federativas durante el periodo de 2002 a 2012. Debido a que esta relacion es endogena, se utilizan tecnicas de panel de datos dinamicos. Los resultados muestran que los fondos federales etiquetados para el fortalecimiento de las haciendas publicas locales contribuyen en la reduccion de la desigualdad salarial; particularmente, los fondos federales dirigidos a los municipios inciden mas en la desigualdad en comparacion con los dirigidos a los estados. Es decir, una mayor descentralizacion incide en la reduccion de la desigualdad.
