Abstract

[eng] Pollution Permit Markets and Imperfect Competition Pollution permit markets offer attractive properties if there are competitive. Moreover, this result is not valid anymore if the pollution permit market or output markets are not competitive. The aim of this article is to show in which case pollution permit markets lead to a welfare higher than a command and control approach, and to determinate how the regulator can intervene to restore efficiency. Conse- quendy, this article can be considered like a guideline for the regulator which wants instauring a pollution permit market. Lorsque les marchés de permis de pollution fonctionnent de façon concurrentielle, ils présentent des propriétés attractives pour le régulateur. Toutefois, ces résultats sont remis en cause lorsque l'on introduit un fonctionnement imparfait du marché des permis et/ou du marché des biens. Cet article vise donc à établir dans quels cas les marchés de permis de pollution engendrent un bien-être plus élevé qu'une approche réglementaire, et comment le régulateur peut intervenir pour restaurer l'efficacité des marchés. L'objectif de cet article est donc de guider le régulateur dans la mise en œuvre et la gestion d'un marché de permis de pollution.
