Les entreprises publiques dans la politique de l'Etat

Abstract

[fre] Les nationalisations intervenues en France au cours de l'année 1981 ont reposé la question de l'utilisation que l'Etat peut l'aire des entreprises publiques. Cette interrogation est d'autant plus pertinente qu'à l'inverse des nationalisations de 1945, celles-ci sont localisées dans des activités marchandes où il est difficile d'appliquer le critère du service public. Il semble que pour l'Etat ces nouvelles nationalisations doivent assurer un meilleur Fonctionnement de l'économie française en créant de nouveaux pôles de compétitivité dans des secteurs considérés comme stratégiques, en animant le développement des PME et en Facilitant le financement de l'investissement. Il s'agit donc d'une utilisation plus stratégique que technique, ce qui repose le problème de l'autonomie de gestion. Deux perspectives d'aménagement clés rela­tions .Etat-Entreprises sont aujourd'hui offertes : celle des nouveaux critères de gestion qui ne manque pas d'ambiguïté, celle des contrats de plan qui semble plus adéquate Face à la double donne que constitue l'incertitude des marchés mondiaux et le potentiel du développement local. [eng] Public entreprise in national public policier . Xavier Greffe. The late nationalizations of 1981 have actualized again the problem of the instrumental use of the public, sector by the State. This problem is very important since in an opposite way to the pont war nationalizations the new ones are localized in rnarket activities where the French approach of « public service » cannot be easily applied. It seems that these new public enterprises should constitute new pôles of productivites in the strategie sectors, animale the clevelopment of the small enterprises, and rnake the financing of the investment easier than before. There is then a risk that a pressure on the objectives of the public enterprises make their adaptating capacity lower. Two perspectives are opened to deal with the difficult problem of « autonomy » : to define new management rulen, which would create a lot of difficulties in an open economy; to organize a System of planning agreement which seem rnuch more relevant.
