Abstract

[eng] Public groups and industrial policy, . by Henri Rouilleault.. . The measures to widen the public manufacturing sector taken in 1981-1982 aimed at creating a key instrument for the industrial development of France.. . The experience gained over a few years hetps in better assessing the conditions in which this aim can be reached. First, it shows that the resumption of investment by the public groups sets a problem of sectonal allocation rather than a simple quantitative one. Secondly, it underlines that the originality of these groups in the field of employment may be more linked with the quality of industrial relations than with a global objective of no lay-offs. Besides, the scale of losses in certain intermediate goods sectors is likely to cut down the public financing of the electronic sector development and renovation of processing industries.. . Furthermore, the scope and limits of the reorganization policies as well as the modification of the relations of public industrial groups with public utilities and the contractual character of the planning of their strategy, appear more clearly. Les mesures d'élargissement du secteur public industriel intervenues en 1981-1982 ont pour ambition de contribuer à créer un outil essentiel au développement industriel de la France.. . L'expérience accumulée pendant quelques années permet de mieux cerner les conditions de la réalisation de cette ambition. Elle démontre en particulier que la reprise de l'investissement des groupes publics pose, plus qu un simple problème quantitatif, un problème d affection sectorielle, que l'originalité de ces groupes en matière d'emploi peut davantage tenir à la qualité des relations de travail qu'à un objectif global de maintien des effectifs, que l'ampleur des pertes dans certains secteurs de biens intermédiaires risque de déséquilibrer l'ensemble du financement public de la politique industrielle au détriment du développement de la filière électronique et de la rénovation des industries de transformation.. . La portée et les limites des restructurations, ainsi que de la modification des relations des groupes publics avec les Grandes entreprises nationales (au sens de la Comptabilité nationale) et du caractère contractuel de la planification de leur stratégie, apparaissent en outre plus clairement.
