La politique agricole en question : quelle alternative au soutien des prix ?

Abstract

[eng] Debate about the agricultural policy: what to substituate for support prices ? . The support price policy has been intituted during an intensive economic grooth period. It has lost to day his economical and political legitimity and the short term adaptation of the C.A.P. appears claerly insufficient. Several alternatives are analysed in this paper like a generalization of quotas, last propositions of the E.E.C. Commission, or ceiled supports by worker. Then it appears that the main problem is not a technical problem but the question of the economic interest of low food prices, and the discussion of the economic grooth regulation system. [fre] Conçue dans une période de forte croissance économique, la politique agricole productiviste de soutien des prix a aujourd'hui perdu sa légitimité économique et politique. Outre les adaptations à court terme déjà observées, notoirement insuffisantes, sont discutées ici plusieurs orientations possibles de réforme: généralisation des quotas, nouvelles propositions de la Commission, quantum financier... Mais, au-delà des techniques en cause, c'est le postulat de l'utilité de la baisse des prix alimentaires et le mode contemporain de régulation de la croissance qui paraissent devoir être discutés.
