Abstract

[eng] The Common Agricultural Policy: Simply a Market Orientation Policy . The European common agricultural policy (CAP) for a long time was the main common policy of the European community. Conceived as soon as 1 957 she was often reformed ever since. But a profound reform occured last may 1 992. Is it possible that it would prepare the ground for a different futur ? Despite more than thirty years, national idiosyncracies still exist. More over the policy implemented at the level of the community has never really been based on either a purely iree trade logic or any interventionist or protectionist scheme. [fre] La Politique agricole commune a été longtemps la principale politique commune de la CE. Conçue dès 1957, elle a été maintes fois réformée. Un changement profond vient d'intervenir en mai dernier. Est-il de nature à préparer l'avenir ? Malgré plus de trente ans de fonctionnement, les particularismes nationaux restent très vivaces. De plus, la politique menée au niveau communautaire semble toujours hésiter entre une logique purement libérale et une logique interventionniste et protectionniste.
