Un protectionnisme plus équilibré : le FEOGA et la réforme de la PAC

Abstract

[fre] Les problèmes budgétaires et le coût économique de la PAC sont dûs d'abord au niveau de protection accordée à l'agriculture communautaire mais aussi à la structure hétérogène de cette protection et aux distorsions de rapport de prix qui en résultent. . L'étude suggère qu'une protection plus équilibrée, particulièrement dans l'alimentation animale, inspirée par la théorie du tarif uniforme, serait un pas dans la bonne direction d'une réforme de la PAC. Par protection plus équilibrée, il est entendu une baisse de prix des céréales, du sucre, voire de certaines productions animales, et une protection semblable aux céréales sur les tourteaux et les produits de substitution. . Le réalisme politique de la proposition tant sur le plan interne qu'externe à la CEE est discuté. Une illustration numérique provisoire est présentée sur la base d'un modèle simplifié de commerce international comprenant trois zones : CEE, économies centralement planifiées et autres économies de marché. Le modèle fait des hypothèses sur les élasticités d'offre et de demande et déduit les nouveaux équilibres mondiaux (prix, quantités) lorsque les mesures douanières ou les prix CEE sont altérés. Le Budget Communautaire apparaît tout particulièrement sensible à de tels changements de la structure tarifaire de la CEE. [eng] The budgetary problems and the economic costs of CAP are due first to the level of protection provided to agriculture in the EEC but also to the heterogeneous protective structure and the distorted price ratios. . It is argued that a more balanced protection inspired by the uniform tariff theory particularly on feed stuffs would be a step in the right direction in reforming the CAP: a more balanced protection is defined as lower protection for cereals, sugar and maybe some animal products and a protection similar to grain on oil meals and cereal substitutes. . Political feasibility both internally and externally to EEC is sketched. A tentative numerical illustration is presented on the basis of a simple international agricultural trade model including EEC, centrally planned economies and the rest of the world. The FEOGA budget is quite sensitive to such changes in the external protection.
