Une justification par les comptes de surplus des subventions à l'agriculture

Abstract

[eng] As farm incomes go inexorably down, farmers demand readjustments but refuse to be regarded as living on welfare. . The contribution they demand from the State is actually only a compensation for what has unduly been perceived by farm supplying and marketing firms. Far from being charity, the subsidies represent merely a restitution of gains largely deserved for a highly productive performance. In spite of the recession, the technical and economic potentialities of agriculture do not at all seem exhausted contrary to current opinions on the subject. . This argumentation is not based on some neo-agrarian theory, but on the aggregated results of surplus accounts disposed so as to show the mecanism of spoiliation and restitution which has been operating during the 1974-80 period. L'aide qu'ils sollicitent auprès de l'Etat ne représente en fait qu'une contre-partie d'un trop perçu par les agents implantés aussi bien en amont qu'en aval de la filière agroalimentaire. Les subventions accordées, loin d'être des largesses, ne sont qu'une restitution de gains grandement mérités par des performances productives tout à fait étonnantes. Malgré la récession ambiante, les potentialités technico-économiques de l'agriculture demeurent encore fortes et, contrairement à certaines idées en vogue, ne semblent pas près d'être épuisées. . L'argumentation développée par l'auteur ne repose point sur quelque néo-agrarianisme mais se fonde sur les résultats agrégés des comptes de surplus aménagés de façon à bien mettre en évidence le mécanisme de spoliation-récupération ayant joué durant la période 1974-1980.
