Abstract

[fre] Cet article se propose de présenter rapidement et d’évaluer les nouvelles dispositions du système de régulation micro-prudentielle, résultant des accords de Bâle III. On décrit d’abord les fondements et les grandes lignes de ces accords destinés à tirer les leçons de la crise financière. On cherche ensuite à en apprécier les coûts et avantages, d’un point de vue théorique puis empirique. Enfin on évoque trois questions qui devraient faire l’objet de traitements complémentaires pour permettre à la réforme d’atteindre sa pleine efficacité. . Classification JEL : E42, F34, G01. [eng] The New Micro-prudential Regulation Framewok of the Banking Sector : Central Aspects, Impacts and Limitations.. This article intends to give a short presentation and assessment of the new rules of banking regulation initiated by Basel III. We first describe the motivations and key breakthroughs of the reform. Then we try to estimate, from a theoretical and empirical point of view, the costs and benefits of this new framework. Lastly we focus on three complementary questions which have to be dealt with to give Basel III its full efficiency. . Classification JEL : E42, F34, G01. . .
