L’absence de prévisions macrofinancières : une situation calamiteuse heureusement en cours d’évolution

Abstract

[eng] The Lack of Financial Forecasts at the Macroeconomic Level : a Disastrous Situation which Is Fortunately in Ongoing Development.. In all countries, macroeconomic forecasts are only referring to “ real” flows such as production, income, consumption, investment and so on. Financial flows and stock variables -credits, financial investment, financial and non financial wealth -are missing in the public macroeconomic forecasts. This lack is probably one of the numerous causes of the “ great recession” 2008-2009. Fortunately, this disastrous situation is about changing : the ECB and several national central banks are drawing up models for the projection of households and business credit outstanding, bank deposits, shares and obligations issuing, insurance reserves and so on. It is surely not an easy task. In the coming years, the question is : will these forecasts become a “ public good” or shall they be reserved to the use of their producers ? . [fre] Dans tous les pays, les prévisions macroéconomiques disponibles ne concernent que les grandeurs « réelles » : production, revenu, consommation, investissement... Les grandeurs financières et patrimoniales - crédits, placements, patrimoines financier et non financier - ne font l’objet d’aucune prévision. Cette insigne lacune est sans doute l’une des nombreuses causes de la « grande récession » dont nous tardons à sortir. Heureusement, cette situation est en train de changer : la BCE et plusieurs banques centrales nationales développent depuis quelques années des modèles de prévision de certaines grandeurs financières : encours de crédit aux ménages et aux entreprises, dépôts bancaires, émissions de valeurs mobilières, engagements des sociétés d’assurance, évolution des patrimoines financiers et non financiers... Il s’agit évidemment de travaux difficiles. Une question pour les prochaines années : ces prévisions deviendront-elles des « biens publics » ou seront-elles réservées à l’usage des institutions qui les produisent ? .
