La norme : une convention structurant les interrelations technologiques et industrielles

Abstract

[fre] L'objectif général de cet article est de montrer en quoi la norme, appréhendée comme une convention, contient une dimension structurante au regard des interdépendances technologiques. Comme dispositif cognitif construit collectivement, la norme réduit l'incertitude et favorise la définition de procédures de coordination dont les caractéristiques varient selon la fonction principale du document normatif. Quand la norme, en tant que référentiel, aide à la structuration de la technique, elle sert de base à la définition de procédures d'évaluation. Quand elle facilite la coordination des relations marchandes et industrielles à partir d'une estimation de la qualité, elle doit associer évaluation et dispositifs d'intéressement. Enfin, quand elle organise les interdépendances technologiques et les relations concurrentielles qui en découlent, son efficacité structurante est soumise au développement de dispositifs de motivation. Ainsi, la cohérence de la coordination normative peut nécessiter la mise en place de dispositifs d'intéressement. [eng] The aim of this paper is to call attention on the structuring outcome of the de jure standard. We argue that a de jure standard is a collective agreement which reduces uncertainty and contributes to elaborate co-ordination proceedings. These proceedings depend on the main function of the de jure standard. Three functions can be identified. First, a standard for reference is helpful to define measurement and assessment proceedings. Second, a quality standard has to be linked to assessment and involvement proceedings. Third, a standard for compatibility which organises technological and competitive interdependencies must be associated with involvement proceedings in order to be an effective co-ordination mechanism.
