Abstract

[eng] Female Labour Supply and Child Care . . We estimate a model of the decision by mothers of young children to use paid child care services and to work (participation and working hours : half-time , 80 %, full-time ), using French microeconomic data . Our research suggests that the cost of child care influences the use of paid child care services but has little effect on women ’ s decision to work . Abolishing the parental education allowance (APE ) would increase the rate of use of paid child care services by two points and the female employment rate by four points for married couples with at least one child under three years of age . Part-time working for women is highly sensitive to the financial incentives of the APE . Key-words : female labour supply , child care , effects of government policy [fre] Nous estimons un modèle de décision des mères de jeunes enfants en matière de recours à une garde extérieure payante et d ’ offre de travail (participation et heures de travail sous la forme mi-temps , 80 %, plein temps ), sur des données microéconomiques françaises . Nos résultats suggèrent que le coût de la garde influe sur le recours à une garde payante , mais peu sur la décision d ’ activité féminine . La suppression de l ’ APE (Allocation Parentale d ’ Éducation ) ferait augmenter le taux de recours à une garde payante de 2 points et le taux d ’ emploi féminin de 4 points , au sein des couples mariés avec au moins un enfant de moins de 3 ans . Le temps partiel féminin est fortement sensible aux incitations financières de l ’ APE . Mots-clés : offre de travail des femmes , garde des enfants , effets de politiques publiques
