Towards a new science evaluation system for New Zealand

Abstract

Key issues arising from the development of a new outcome evaluation system for research funded through the Foundation for Research, Science and Technology, New Zealand’s major investor in scientific research, are discussed. ‘Outcomes’ here are material benefits contributing to quality of life. These benefits could include increased industrial competitiveness, quality of the environment, effective social regulation, and enhancements to skills and learning. ‘Outputs’ signify those process developments from research that are routine and represent no more than achievement at the programme or project level. Outputs may in practice include publications, patents, equipment and software. Copyright , Beech Tree Publishing.
