Abstract

This article is dedicated to problematic aspects that have a direct connection with public administration and the reform in the field of coordination, public policy development and implementation. An important role in the system of local public administration has the shaping of legal issues that require its activity and functioning, or just the legal documents that determine all the rights and obligations of the actors involved in the local public administration system. We believe that for the implementation of laws, the administration must be based mainly on competence and the human factor, which creates a platform for quality training of activity and involves making decisions and achieving results.
