Qualifikation, Kompetenzentwicklung und Professionalisierung im Dienstleistungssektor

Abstract

Während des 20. Jahrhunderts waren Arbeitsorganisation und Arbeitsmarktinstitutionen in Deutschland im Wesentlichen von industrieller Produktionsarbeit geprägt, obwohl der Anteil der Dienstleistungsbeschäftigung im Laufe der Zeit auf über 70 % der Erwerbstätigkeit anstieg. Die große funktionale und institutionelle Heterogenität der Dienstleistungen verhinderte bis jetzt, dass es in den Dienstleistungen ein ähnliches berufliches Leitbild gibt, wie es in der Industrie mit dem Facharbeiter bis heute existiert. Doch jenseits aller Heterogenität scheint sich ein neuer Arbeitstyp in den Dienstleistungen durchzusetzen: interaktive Arbeit. Er bringt andere betriebliche Arbeitsformen, andere Qualifikationsanforderungen und Kompetenzprofile mit sich als industrielle Facharbeit. Was dies für Professionalisierung, berufliche Identität und schließlich für gewerkschaftliche Politik bedeutet, wird in dem Artikel erörtert.
